Privatize that public service, and you´ll automatically encourage urban exodus...

They do that in new subdivisions, but in older areas where they've always been on poles it would probably be too expensive.
Depends on how often and how much it snows.
And if you take a long time or a short time view on the cost.
Dug down in Sweden and on (super ugly) lines in France.
